Board of Directors Special Meeting

St. Ambrose Episcopal Church

The meeting was called to order by Mike Deck at 4:05 PM. Those in attendance were the board members (Mike Deck, Bill Barclay, Bob Farmer, Bob Champ and R. A. Ristinen), Terry Kenyon (Engineering) and Dick Lyons (Legal). Public attendees were Fred Linder and Frank Hauke.

Public Comments:

Some discussion occurred on the lots that did not sign up. Only one residence did not pay the tap fee and the remainder were the unbuilt lots. Frank Hauke also asked about the PPMWA drawings that he provided to Terry and whether they had been returned. Terry was to check on this and inform Frank.

Construction Plans and Bid Documents – Final approval:

Terry Kenyon started the discussion on the drawings delineating the construction plans. The soil report indicated only a few hot spots so corrosion should not be a factor and the engineering choice would be ductile iron pipe for the district. Price difference between ductile iron pipe and PVC should essentially be a wash.

The drawings were then discussed individually for possible errors that the board members had noted. Drawing number 3, which shows the West End of Empire Drive was initially discussed. The participation agreement with Sawyer was also discussed. It was discussed that we would be consistent in all our participation agreements. Dick Lyons discussed the methods of financing in participation agreements. It is mandatory that the person only pay their fair share. If someone further down the line includes in the district a reimbursement may be merited. Also, if Lafayette possibly loops to our lines from 68th street this area would be the point of connection. It was noted that any place where there would be possible further connections an 6 inch pipe would be placed as opposed to a 8 inch pipe in dead end locations to minimize stagnant water. Pressure was then discussed in some detail because the drawing showed that the houses serviced in this area are served via the low pressure line coming from the Lafayette connection in Barcelona Drive. Typically the pressure in this area would be about 40 psi. A minimum requirement would be about 25 psi. Houses that would be of sufficient altitude to go below this minimum would require a pressure tank and booster pump (about $1500). If the higher pressure pipe from the pumphouse services this area then it would compromise our connecting to the 68th street Lafayette loop in the future. Discussion then ensued on the pressure that will be available in the district. It was decided that this zone would get the high pressure line and that we would deal with the Lafayette connection in the future. Mike will draft a letter to the homeowners in this region stating that this may change in the future depending on the Lafayette desire to loop to our system in this area.

It was also discussed that Dick Lyons would get with Fred Linder to resolve the easement on the East Side of Fred’s property (including the legal description). Liability for the pipes in the easement does not fall with the homeowner. Bob Farmer will check with Sawyer regarding the easement in this area.

Drawing 7 was then discussed because Bob Ristenin had some reservations about the low pressure line located between his and Steve Koonce’s property. He discussed an alternate route that would bring the low pressure line down Empire to Spring and then up Spring to the pumphouse. Terry had reservations about the increased altitude involved with this route. Other alternate routes were discussed. Terry will check the gradient of the Spring Drive route and get back to Bob Ristinen if it is not feasible. If not, Terry will stipulate in the construction plans the need for small machinery to dig in the easement between Steve and Bob, providing this is satisfactory. If neither of these is satisfactory another meeting may be necessary.

The other drawings were then reviewed. Bill Barclay related that Benchmark had three places where a 20 x 50 foot storage tank could be located. These could be possible sites for our future improved water storage tank (100,000 gallons). Mike also related that Walshe had contacted him and he will talk to him about possible storage on the pumphouse lot. Other drawings were discussed relative to routes not in the street (asphalt replacement), which side of the street, fire hydrant number and location, ditch crossings, landscaping and extensions to possible inclusions.

Easements must be established for various pipe routings. Bob Farmer will call Sawyer and Alexander to try to gain more understanding regarding the Linder easement.

It was decided that once the above questions regarding the pipe route on drawing 7 were resolved that Terry would hold the bid opening.

Tentatively, there will be a board meeting for the 30th of October to review the bids.

Invitation to Bid:

Dick has reviewed the Invitation to Bid and the other bid documents. The easements will have to be lined up, as will the reimbursement agreements. Dick reviewed Mike’s letters to Bussey and Haddock regarding their possible inclusion. Dick will get a sample reimbursement agreement to Mike for his perusal. The one page ad for bid will be e-mailed by Terry to Mike. The bid opening will be held at McLaughlin Water Engineering in Denver. It is not necessary for the board to attend.

Directors Comments:

The tap fee that the district will charge for the remainder of this year was discussed. Bill Barclay made the motion that the district charge $14,989 as a tap fee to be paid to Lafayette until 22 December 2000. Bob Farmer seconded the motion, which was approved unanimously.

Mike had letters that would be sent to Bussey and Haddock regarding inclusion, which stipulated the tap, fee ($14,989) and the cost of line extension to their respective properties.

A motion was made to adjourn by Bob Farmer, seconded by Bill Barclay, unanimously approved and the meeting was adjourned at 7:03 PM.
