Board of Directors Meeting
St. Ambrose Episcopal Church
21 April 2003
The meeting was called to order by Mike Deck at 4:04 PM. Those in attendance were the board members (Mark Johns, Rick Moeller, Bob Farmer and Bob Champ) and the Water System Operators (Frank Hauke and Dick Winters). Mary Wagner (Bookkeeper) was also present. Wayne Dellinger and Nick Bennett of the public were present.
Secretary’s Report:
The minutes of the 17 March 2003 meeting were discussed. Rick Moeller made the motion that we approve the minutes of the 17 March meeting. Mark Johns seconded the motion, which was approved unanimously.
Finance Report:
The balance sheet, profit and loss by fund, profit and loss ytd comparison and P&L budget vs. actual (Operating) were handed out and discussed. Looking at the Profit and Loss Budget vs. Actual all line items are well within our budget limits at this time. Engineering was discussed. Terry Kenyon has left MWE so it might be prudent to look at other Water Engineering Firms. MWE has done the engineering for the gen set.
The payroll tax for the quarter was paid.
Operations:
Dick reviewed the operator’s report, which was e-mailed to the Board.
They spent 8.5 hours monitoring the system and 8.5 hours maintaining the system from March 11th to April 14th.
Chlorine level was measured at 0.16 mg/l, which passed.
The difference between water in and water out decreased from 9.6% to 5.3% for the month.
There is a leak at the input to the meter at 7562 Spring Drive. Frank and Dick will obtain an estimate on the cost to locate and fix the leak. It may be the flange fitting to the meter or a leak on the other side of the road coming out of the main. It appears to be a very slow leak.
Bob Farmer made the motion to allow our President, Mike Deck, to decide to employ Mike Markham (Mike’s Backhoe) to make the necessary excavations to discover the cause of the leak, depending on cost. Rick Moeller seconded the motion. The motion passed unanimously.
The water was pumped out of the Lafayette Meter Pit. It is felt that the water came from snowmelt.
Operations and Maintenance procedures have been completed. These will be posted on the web site (password protected for security purposes).
A switch for the air compressor and a min/max thermometer will be purchased. Also, a flashlight and fire extinguisher will be purchased.
Greg has marked the location of the fire hydrant valve covers (all but two). The distances have been recorded. Frank and Dick will try to obtain the location of the other two in the foreseeable future.
Meters were read on 3/31/03.
A metal detector may be borrowed from Mary Wagner’s water district (Baseline) for finding buried valves, etc.
Unfinished Business
Gen Set
Mark Johns has obtained an estimate for pouring the pad and installing the conduit and gas line. The estimate was $6715. If paving is involved the cost would be more. An estimate for the pad only (from a separate source) was $4190. An estimate for the excavation of the gas line was $3100.
Bob Farmer made the motion that we authorize Mike Deck to execute a contract with Mike’s Backhoe for preparing the site for the gen set (pad, conduit, gas line, excavation) contingent on having a certificate of additional named insured for liability. Rick Moeller seconded the motion. The motion passed unanimously.
Mark Johns will contact Ron Swinson (Xcel Energy) to obtain a locate on the gas line at the street.
Water Storage
Greg Scholl and Terry Kenyon have located the Steinhauer leach field. They staked the location of the tank. We need to have a committee of the Board to negotiate an easement with the homeowner/s involved (Deck’s and/or Steinhauers). This committee should contact Dick Lyons, our attorney, regarding the negotiating of the easement. The committee appointed to pursue the negotiating of the easement is made up of Rick Moeller and Mark Johns. Target date for completion of the tank is June 2004.
New Business:
Amend Rules and Regulations reflecting reduced Lafayette restrictions
Lafayette amended their drought ordnance to read that residences can water 3 days a week and hand water at any time.
Rick Moeller made the motion that we adopt the current Lafayette water timetable restrictions. Bob Farmer seconded the motion, which passed unanimously.
Bob Farmer made the motion that we repeal Article 11 of the Rules and Regulations, which deals with the drought ordinance. Rick Moeller seconded the motion, which passed unanimously. Article 9, dealing with fines, etc. was not repealed.
Amendment of Rate Structure (reflecting reduced Lafayette rates)
The water rate structure was discussed. It was decided to follow the Lafayette rate structure and add $1.00 per thousand gallons. Mark Johns made the motion that we adopt a water cost rate of $40 plus Lafayettes billing rate (about $7.35) for the first 5000 gallons of water and add $1.00 per thousand gallons of water to Lafayettes rate after the first 5000 gallons, effective for May usage. Bob Champ seconded the motion, which passed unanimously.
Determination of Tap Fee and procedures for obtaining taps
Bob Farmer made the motion that we charge $23975 plus connection costs if necessary (about $2000 to $3000) for tap fees for two taps (one to Scott Rodwin and one to Jim Keeler) for taps requested last year but denied under the Lafayette Drought Ordinance. Tap fees for this year would increase to $27725 plus the connection cost. Rick Moeller seconded the motion, which passed unanimously.
The procedure to obtain taps was discussed. 113 taps were originally sold. 11 lots did not purchase taps. A letter will be sent to these 11 lot owners noting we cannot guarantee taps in the future.
Scott Rodwin is connected to the meter and he is out of the country and cannot make the purchase but would like to have the water on to irrigate and check the house plumbing. He will pay for the tap upon his return. Rick Moeller made the motion that we turn on the water for Scott Rodwin prior to his tap purchase. Bob Farmer seconded the motion, which passed unanimously. Mike Deck will arrange with the builder for turning on the water.
Possible inclusions of residences in the original district area were discussed and understanding how this would happen is being pursued with Lafayette. These possible inclusions may not be straightforward.
Discuss notice to owners of untapped lots
Mike Deck had a draft of a letter to untapped lot owners, which discussed the lack of a guarantee of a tap in the future. Bob Farmer made the motion that we accept the letter as written, after approval from counsel, for mailing to owners of untapped lots. Rick Moeller seconded the motion, which passed unanimously.
Discuss mailing of newsletter and other information
Mike discussed the contents of the newsletter that will be included in the May bill.
Directors Comments and other matters to come before the Board
We will continue to look for an alternate Water Engineering Firm, especially for our Water Storage Project.
It was decided that a redoing of the bonds was not feasible financially.
SDA has regional workshops coming up.
System capacity was discussed in some detail. The cost of increasing capacity could be tied into the water rate structure.

A motion was made to adjourn by Bob Farmer, seconded by Mark Johns and unanimously approved. The meeting was adjourned at 6:00 PM.
